A load of riot helmets tumbles from a Detroit Police wagon. By Sunday night, July 23, police had arrested more than 600 people. As the chaos quickly spread, spilling over onto Grand River Avenue, Gov. George Romney began ordering in more than 400 state troopers and the first contingents of Michigan's National Guard.
